openssl deprecation fix in Phx.tools

(Not so) recently, openssl version 1.1 was disabled in Homebrew, so Phx.tools installation started failing.

Today, we fixed it so that you can again use the best installation script for Elixir pros.

- Fixed openssl@1.1 deprecation issue

There was also an issue in mise which caused installation on systems without zstd to crash. However, that one was fixed upstream.
